Well, Bioshock 2 is by far the best game you will find on the market if you are a graphics junkie. And its the best game you will find if you like being able to play a game on a smaller setup. This game is built for any and all computers, and has a little something fir everyone.
Now, onto the game itself. This game is a real treat if you played Bioshock 1. The game feautes all sorts of tie-ins with the original storyline, and gives more access to Rapture, and even spits you out to walk into the ocean on muliple occasions. With Bioshocks DX10.1 support, and its native stereo support (for those with the supporting glasses), this game will look beutiful if you have the system to support it. With a longer, more action packed storyline, and with so many choices on your path, this game will have you playing over and over again, almost as many times as Mass Effect!
Now, after you have bored yourself by playing the single player too much, Bioshock 2 features multiplayer features as well, using the ever awesome GFWL! Games For Windows Live also has support for Xbox 360 players as well, but only with an invite to/from a friend on Xbox Live. The game features Free For All, Team Deathmatch, and a few more game modes, so there is something for any kind of player.
So without further ado, lets get that rating
Graphics: 10/10 Gameplay: 9/10 Multiplayer: 9/10

I believe that's why he says it is a "step up" : 'The fact that there is multiplayer is a step up from the first one.'
